The forecasts of a mild winter across the US turned out somewhat incorrect as research in the article indicates. It would seem the areas of probability were misdrawn to a certain extent. The West and Midwest were colder than expected and precipitation was greater in the Southwest and along the South Atlantic Coast. In retrospect, this was probably not all that surprising. The La Nina phenomena is not fully understood and weather and climate contains a lot of dynamics and unintangibles that make forecasting challenging. One other possible factor that cannot yet be conclusively considered is the effect global warming is having on storm development, moisture patterns, and extreme events.
