This sounds as if it a worthy alternative to the Obama - Pelosi plan now being debated in the US Senate. It appears the plan being debated will be enacted, although narrowly and without any Republican supporters. But if in six to nine months conditions have not improved, this may be one step to consider to address the ongoing economic collapse. The current stimulus plan proposal leaves much to be desired, especially in regard to mass transit, inter-state regional high speed rail line development, and eliminating all income taxes on wage earners with gross incomes less than $18,000. Certainly there are too many tax cuts for the wealthy and corporations that are without question non-stimulating whatsoever.-
